Does everything I need come with the cable to connect to a mini? Do I need any other hardware to get Garmin Pilot to work with FSX?

The iPad Mini works with FSX but I am finding that it doesn't with xPlane v9.70. The data shows correct in the GPS Cable program but the Location remains fixed to where I actually am sitting.

Yes it will. You need the adapter from Apple http://store.apple.com/us/product/MD823ZM/A/lightning-to-30-pin-adapter

I have the adapter purchased from Apple store. The cable still works on my original iPad feeding gps location data from the sim (xPlane v9 or FSX) into the old iPad. When using the iPad mini iOS 7.1.1 the location shows me sitting at my desk at home in either sim. I have the GPS Cable app and interestingly the data page will show the input lat/lon from the sim correctly on that page but the location page will still show me sitting at my desk. If there is an additional setting I need to modify within the new iPad mini I would love the help. It works in FSX but not with xPlane v9, curious and odd!
